EWV uses municipal solid waste as a feed stock (ingredient) for the manufacturing of Solid Recovered Fuel. The fuel is used by Argos (also located in Martinsburg) to make a cement.  The fuel is blended with coal, but is cleaner than coal so it helps to lower their air emissions.

EWV is not a landfill so there are a number of items that we can’t accept (items with an * can be dropped off at the BCSWA Grapevine Road Recycling Center before coming to EWV):

Unacceptable Items

  • Aerosol Cans*
  • Ammunition
  • Antifreeze*
  • Batteries*

  • Compressed Gas containers (propane tanks)
  • Construction and Demolition Waste (e.g., lumber, drywall, concrete, bricks, electrical wiring)
  • Dead Animals/Carcasses
  • E-waste  including computers, charging cables, monitors, auxiliary drives (electronics – because of copper and mercury)*
  • Fluorescent bulbs/CFLs (because of mercury content)*
  • Hazardous Waste

Municipal waste should be in bags as the waste will be placed in aboveground roll-offs.
There will be no shovels or equipment available to move loose waste from vehicles to roll-offs.

The Flow:

EWV is working with Berkeley County Solid Waste Authority to ensure that all materials that are brought for disposal have a drop-off location for the public.  Vehicles will enter free day by way of Landfill Drive (Entrance to the Grapevine Road Recycling Center).  There, the public will be able to drop off many of the items listed above, prior to entering Recycling Lane.  Please check the Berkeley County Solid Waste Authority website (http://www.berkeleycountyrecycling.org/list-recyclables.html) for all they offer.

Once all the recyclables have been dropped off, vehicles will proceed to Recycling Lane.  There will be attendants available to point the way.

All waste will be inspected (to the extent possible) prior to entering the EWV facility.  If waste is found to be unacceptable (on the list above), the vehicle will be turned away from the facility.  Once inspected, the driver will receive a receipt and will enter the facility.  (See the brochure for a little map).

Drivers SHOULD NOT go over the scale. Drivers will proceed to the right of the scale and turn into the public dropoff area. Once there, one person will exit the vehicle and place waste into the rolloff available.  Attendants will be available to assist you, if necessary.  For everyone’s safety, at no time, should children be allowed out of vehicles. Customers should be prepared to show their receipt (given to them at the entrance) to attendants (like at Sam’s Club or Costco). Vehicles should proceed to leave the property by turning left out of the public drop-off area and staying to the right of the scale.

The facility will still be accepting trash trucks during this time.  The trash trucks will have the right of way. All traffic signs, safety signs, and attendant’s instructions must be followed while onsite.

COVID-19 precautions are being taken.  The public must wear a mask when at the facility.  To the extent possible, all EWV employees will keep 6′ feet of distance from customers.  All EWV employees will be wearing masks and eye protection.

Questions/Answers – updated 2/17/21

Is this open to WV residents only?
Yes – Berkeley, Morgan, and Jefferson County residents as outlined in our Public Service Commission Certificate of Need for where our waste is to come from.

Will there be a driver’s license check to verify residency?
Yes – We will be asking for proof of residency.

Are there limits to the number of loads to be accepted per event?
Not necessarily the number of load, but at 4:00pm the entrance to free-day will be closed at the Recycling Center and no further loads will be taken.

Can I bring a pick up truck load pulling a trailer full as well?
As long as all trash is properly bagged.  EWV will have no shovels or equipment available to offload loose waste from vehicles or trailers.  All waste will have to be lifted over the side of 20 yard roll offs.

Is there a limit to the number of bags accepted?
For the first Free-Day, no.  We will evaluate if we need to limit the bags for future Free-Days based on our lessons learned.

Is the event open to businesses as well?
No – this is for residents of Berkeley, Morgan, and Jefferson Counties only.
